Nemabang, the only candidate for the post, was elected unopposed after Nepali Congress, Rastriya Prajatantra Party and Rastriya Prajatantra Party-Nepal supported his nomination.
He was also the chairman of the earlier CA.
There is a provision that the CA chair will also be the speaker of the Legislature Parliament.
Speaking at the CA meet, UCPN (Maoist) chairman Pushpa Kamal Dahal criticised Nembang for failing to call the CA meet on May 26, 2012, the eve of the expiry of the last CA. After the leaders expressed their views in favor of Nembang, senior-most CA member Surya Bahadur Thapa, who was chairing the CA prior to this, announced that Nembang was elected the new CA chairman.
Talking to media persons following his election as the CA chairman at CA building premises, Nembang expressed his commitment to move forward by learning from the past mistakes. He added that he would work so as to live up to the commitment to draft the new constitution within one year.
"We should be able to draft the new constitution within a year to respect the people's mandate," said Nembang, "The entire nation and the political parties need to work together in order to convert the challenge into opportunity."
Earlier in the day, UML parliamentary party leader KP Oli proposed Nembang's candidacy while Nepali Congress leader Krishna Prasad Sitaula seconded the proposal.
Though UCPN (M) had laid claim to the post of CA chairman arguing that they should get the portfolio in their capacity as the third largest party, the party did not file any nomination and has also decided to stay neutral during the election.
Nembang was the sole candidate for the CA chairman post as no other nominations were filed at the Parliament Secretariat until 2 today.
